Proposal: Apollo Bay Aquatic Centre presented to Council, November 2017

Our presentation to Council Executive & Councillors on the 15th November was well received and now we hope that the running costs for the pool will be included in the forthcoming Council draft budget. If this occurs, we hope to proceed and install the heating in July 2018! Stage 2 to enclose the pool will then follow as soon as we have the funds.
We presented the background, the need, the customers and details of the proposal for a major facility upgrade of the Apollo Bay Community Pool. Stage 1 – Pool Heating by 6 variable speed heat pumps at a cost of $80,000 installed and Stage 2 – Pool enclosure – laminated timber portal frame, polycarbonate cladding 3m from pool edge, preliminary estimate $320,000. The Operating model requires a Joint Use Agreement between the Education Department with Colac Otway Shire as the Licensee. Either the School or the Shire could mange the facility and tendering out the operation preferably to a local resident/s. The costings were calculated on the model that the facility is open to the public 30 hour per week all year round, with School and Otway Health providing their own lifeguard supervision and having access outside these hours.
The financial forecasts predict a running deficit of $190,000 in the first year. The School will continue to contribute $25,000 pa ongoing. The Colac Otway Shire currently contributes approximately $45,000 pa for minimal usage over 6 weeks. We are requesting a further $120,000 pa from the Shire to achieve the proposed Operational Model.
